Web development is essentially the skill of creating elements within a website, using a programming language, that embellish or supplement the design of the web site.
This is essentially a reference to developing web site as applications which are more functional and interactive than a traditional web site.
Examples of developed web applications would be:

Defining a web application
As the power, flexibility and expectations of the web have increased, designers and developers have been trying to improve the experience of internet users by changing the behaviour of elements within a browser, in the web page.
It is now accepted that most web sites, especial those that offer some scripting or dynamic content, are actually now applications rather than web sites. This means that web development, in collaboration with or as a supplement to good web design, is increasing.
We now see many feature rich ajax or flash based applications that behave how we would expect a proper desktop program to behave.This shows the maturity of web development as well as the change in focus from form to a reasonable mix of form and function.
